Breeding Stock Subsidy
Over the last couple of weeks I have had quite a few enquiries from clients regarding the breeding stock subsidy.
I have sourced some information regarding the program which aims to answer any questions you may have regarding the support that is available.
1. Which areas does the assistance apply to?
The assistance applies to farms located in the two drought declared areas (As approved for full Exceptional Circumstances assistance by both the Tasmanian and Australian Governments), of the Midlands/Central Highlands/East Coast and the North East/Flinders Island.
2. Who is eligible?
Farmers who are in the drought declared areas and who are:
- either receiving Exceptional Circumstances Relief Payment through Centrelink under the Exceptional Circumstances (EC) family support provisions,
- or business interest rate subsidies under the EC business support provisions,
- or a farmer not receiving either form of assistance who can demonstrate to the Minister for Primary Industries significant hardship and urgent need for financial assistance with maintenance of breeding stock.
3. What assistance is being offered?
Farmers may apply for a grant of up to $5000 to assist with the costs associated with maintaining breeding stock on their farms.
4. What does the grant cover?
The grant is a maximum of $5000 to assist with the costs associated with feeding livestock, and in particular breeding stock. The grant may be used to:
- offset the costs for purchasing feed,
- set up a drought lot,
- transport feed,
- transport stock to agistment,
- agistment charges,
- water purchase,
- cost of water licences.
5. What information do I need to provide?
If the farmer is receiving an interest rate subsidy then the details from that application can be used to assess the level of need. If the farmer is only in receipt of a Centrelink EC Relief Payment they will need to provide evidence of this.
You must also provide a tax invoice to DPIW for the amount of benefit being claimed (up to $5000). Send this with the application form.
6. Do I need to have spent the funds to get access to the grant?
Yes, in most cases. The intention is that the grant is to reimburse costs incurred between 1 March 2008 and 30 September 2008. The grant will be approved upon production of receipts covering the items in (4) for the purchases during the above period.
In cases of significant hardship the grant will be provided if the farmer submits an order for feed to be delivered, and the delivery request is confirmed by the supplier, if it has not already have been paid for.
7. Will I be able to apply for a second grant, or a grant for each business?
Each business, operating with a separate ABN on separate properties is eligible to apply.

A second round of grants may be made available dependant on funding and the demonstrated need of the applicant. Second round applications for up to $5000 will not be accepted until 1 July 2008 and would require the expenditure to be incurred between 1 June 2008 and 30 September 2008.
